Complexity and transparency of administrative procedure

In order to install rooftop PV on a house, 4 steps with different agencies are required:

1. Approval of the municipal authority,

2. a construction approval/ notification procedure to municipal authority,

3. grid connection approval of the local grid system operator,

4. notification with ProNovo (authority for funding program).


While the length of the procedure has decreased over the past years, representatives of PV Associations claim that the approval of the local municipality is still the most unpredictable process step. It is possible that the request for the notification procedure is denied or that the municipality demands additional modifications like the order of the PV panels on the rooftop. In addition, the approval and notification procedures might differ in individual cantons from municipality to municipality. 

Representatives of the Bundesamt für Energie (Federal office of Energy) have objected to these critiques, saying that in most cases there is no approval procedure, except for historical buildings. In all other cases, a simple notification to the municipality is sufficient.
